Whistleblower Program The city Charter authorizes the Citizens’ General Obligation Bond Oversight Committee (CGOBOC) to also function as an independent Citizens Audit Review Board to review citizen complaints received through the Whistleblower Program.

In its role as a review board, CGOBOC reviews citizen and employee complaints received by the Whistleblower Program, as well as the Controller’s disposition of those complaints. The Whistleblower Program prepares the information it shares with CGOBOC in a way that protects the confidentiality of complainants and of investigations. The Controller presents Whistleblower Program activities before CGOBOC at two of its meetings each fiscal year.

These meetings:
  • Feature reports by CGOBOC liaisons assigned to oversee the Whistleblower Program.
  • Are open to the public.
  • Allow members of the public time to express their views and inform CGOBOC of any issues, problems, or concerns.
The CGOBOC website contains contact information, meeting agendas and minutes, and audio recordings of prior meetings.
