The City and County of San Francisco utilizes Oracle’s PeopleSoft Human Capital Management (HCM) and Enterprise Learning Management (ELM) software to manage the City’s human resources, benefits and payroll services on behalf of the City's active, retired, and future workforce. The eMerge Division of the Office of the Controller supports and maintains the PeopleSoft HCM and ELM systems, including providing training and support to users, developing new functionalities within the systems and upgrading the systems to the latest release versions.
As of September 2015, over 5,000 employees use PeopleSoft HCM and ELM to perform their job duties, review their pay information, record hours on their timesheet, update their personal information, access online training, and administer training classes.
In the future, all active and retired City employees will use PeopleSoft HCM for employee self-service transactions, including reviewing paychecks, updating personal information and enrolling in health benefits. In addition, eMerge will continue to develop and deliver enhancements to improve the system’s usability, performance and security.
