Whistleblower Program

The Whistleblower Program responds to specific allegations of administrative wrongdoing by city employees and those who do business with the city. The Whistleblower Program does not investigate general complaints or suggestions.

The most efficient way to file a complaint is through the online Whistleblower Program complaint form.

Complaints can be filed via telephone by dialing 3-1-1 (TTY: 415-701-2323). If outside the 415 area code, call 415-701-2311.

Tell the operator that you wish to file a complaint with the Controller's Whistleblower Program.
